According to data from the US BLS, the unemployment rate of California was 13.2% (sa) in July, 2020. Among all California counties, these 3 were among those with high unemployment rates (nsa): Imperial (27.6%), Los Angeles (18.6%), and Kern (15.6%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Modoc (8%), Trinity (8.2%), and Lassen (8.2%).
