According to data from the US BLS, the unemployment rate of New Jersey was 4.8% (sa) in July, 2006. Among all New Jersey counties, these 3 were among those with high unemployment rates (nsa): Cumberland (7.4%), Essex (6.6%), and Passaic (6.5%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Hunterdon (3.8%), Morris (3.9%), and Somerset (4%).
