Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2015, the Non-Hispanic White Alone citizen voting-age population for Pennsylvania was 2,542,045 and represented 26.18% of the total Pennsylvania citizen voting-age population.

Among all Pennsylvania counties, Allegheny had the highest Non-Hispanic White Alone citizen voting-age population (807.60K), followed by Montgomery (496.70K), and Philadelphia (462.88K).

In terms of percentages, Elk had the highest percentage of its citizen voting-age population being Non-Hispanic White Alone (98.26%), followed by Cameron (98.12%), and Jefferson (98.05%).
