Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2018, the citizen population for Oregon was 3,853,530 and represented 94.40% of the total Oregon population.

Among all Oregon counties, Multnomah had the highest citizen population (740.04K), followed by Washington (525.22K), and Clackamas (391.91K).
