Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2018, the Non-Hispanic Black Alone citizen population for Pennsylvania was 1,281,810 and represented 10.35% of the total Pennsylvania citizen population.

Among all Pennsylvania counties, Philadelphia had the highest Non-Hispanic Black Alone citizen population (628.02K), followed by Allegheny (153.21K), and Delaware (110.98K).
