Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2018, the Non-Hispanic Black Alone citizen voting-age population for Pennsylvania was 960,075 and represented 9.85% of the total Pennsylvania citizen voting-age population.

Among all Pennsylvania counties, Philadelphia had the highest Non-Hispanic Black Alone citizen voting-age population (469.40K), followed by Allegheny (113.75K), and Delaware (79.00K).

In terms of percentages, Philadelphia had the highest percentage of its citizen voting-age population being Non-Hispanic Black Alone (41.47%), followed by Forest (32.34%), and Delaware (18.97%).
