According to the US Census Bureau estimates, in 2011, the net migration rate per 1,000 population for Louisiana was 2.18. St. Bernard Parish had the highest net migration rate per 1,000 population (61.17), followed by Orleans Parish (31.42), and Plaquemines Parish (14.77). On the other hand, Cameron Parish had the lowest net migration rate per 1,000 population (-41.51), followed by Tensas Parish (-29.26), and Vernon Parish (-23.12).

Net migration rate for a county refers to the difference between the number of migrants, both domestic and international, moving to the county and those leaving the county per 1,000 of the county's mid-year population.
