Brunswick County had the highest net migration rate per 1,000 population (48.27), followed by Pender County (39.64), and Franklin County (33.91). On the other hand, Hertford County had the lowest net migration rate per 1,000 population (-9.7), followed by Cumberland County (-8.21), and Halifax County (-6.44).
