HATS Category VIII: Stunning Effectiveness During USDA-inspected slaughter of cattle on November 19th, at establishment M1686 (Wiley Processing), a failed initial stunning attempt occurred at approximately 11:26 AM, as observed by the CSI. A bovine was loaded in the stun box on the slaughter floor and the CSI was in a safe location. The stunning attempts were administered with a .22magnum rifle utilizing .22magnum 30grain V-max cartridges. The initial stun attempt resulted in no harm to the animal and missed the animal entirely. Two more stun attempts were applied in rapid succession utilizing the same rifle/ammunition, resulting in immediate insensibility, therefore no regulatory control action was taken. Upon inspection of the dressed head, two penetrating holes were observed in the skull in close proximity within the target zone. Establishment management was verbally notified of the forthcoming noncompliance and the District Veterinary Medical Specialist (DVMS) was notified through supervisory channels. There have not been any noncompliance records issued for the same root cause in the past 90 days. This establishment operates under a robust systematic approach to the humane handling of livestock.
