HATS Category VIII: Stunning Effectiveness On 7/22/25, at approximately 1400 hours, I, the CSI, observed the following: While performing a Livestock Humane Handling Verification task, I observed the establishment bring the last animal of the slaughter day, a large bull, into the stun box with minimal excitement. The establishment does not utilize head restraint. The stun operator discharged a .22 firearm, which failed to render the bull immediately insensible. The bull did not fall all the way to the ground with its front limbs rigid and holding the bull in a sit position. It displayed a positive corneal reflex, eye tracking, a positive pupillary light reflex and conscious blinking. Its tongue remained in its mouth and during this time vocalized minimally in a low groaning fashion. Finally, it displayed conscious, rhythmic breathing. The stun operator reloaded and discharged the .22 firearm a second time, effectively rendering the animal insensible. The establishment supervisor was informed of the non-compliance for a failure to render an animal insensible with a single stun attempt. I put U.S. Reject tag No. B31 393916 on the knock box. The Denver District Management Team was notified through supervisory channels and the reject tag removed. There have been no humane handling non-compliance records issued for the same root cause in the past 90 days. This establishment operates under a robust systematic approach to the humane handling of livestock.
