HATS Category VIII - Stunning Effectiveness At approximately 1045 hours, while performing a Livestock Humane Handling Task, I observed the following noncompliance: A plant employee, REDACTED, who was performing the stunning for goat species at the time, stunned the goat with a captive bolt and this one fell to the ground, but it kept vocalizing and attempted to straighten itself. HACCP Coordinator and Manager of Operations, REDACTED, seeing the situation, did not hesitate and provided a second stun, rendering the goat unconscious. The establishment was found to be non-compliant with 9CFR 313.15(a)(3). Plant owner REDACTED was notified of this noncompliance.

HATS Category VII: At approximately 0730 hours on May 20th, 2025 while performing a Humane Handling Task, I observed REDACTED, HACCP Coordinator and Manager of Operations, conduct truck unloading for goats. The truck is equipped with two level livestock storage for transportation. While unloading the second level, I observed four goats fall from the second level which is approximately 4 feet above the pen's surface. This is non-compliant with 9 CFR 313.1 (b) and 9 CFR 313.2 (a). The Plant Owner, Mr. REDACTED and HACCP Coordinator/ Manager of Operations, Mr. REDACTED were immediately notified of this non-conformance.
