Non-Compliance Description:

HATS Category IV On 7/1/21 around 1345 hours, while preforming routine inspection on the kill floor of Establishment #M11113, I CSI REDACTED, observed a human handling incident. I observed an employee pick up a conscious lamb and throw it with force against a metal fence inside the animal holding area. The lamb bounced off the fence and landed on its side on the concrete floor causing unnecessary pain and suffering to the animal. The same employee immediately picked the animal up and laid it on the blood pit area where its throat was cut under the Halal slaughter. I then advised establishment employees on the slaughter floor that I was implementing a regulatory control action to stop the slaughter of additional animals and I tagged the gate to the holding pen leading to the blood pit with US Reject tag #B40476114 to prevent animals from entering this area. The establishment does not have a robust systematic approach to the humane handling of livestock. At approximately, 1400 hours, I CSI REDACTED and SPHV Dr. REDACTED verbally notified Mr. Nadeem Shakeel, Establishment Manager, of our decision to take regulatory control action to prevent further slaughter of animals. Dr. REDACTED advised Mr. Shakeel that she was contacting the District Office regarding the egregious humane handling incident. After consultation with the Atlanta District Office, it was determined that a Notice of Suspension (NOS) would be issued by the Atlanta District Office for the egregious humane handling event. Dr. REDACTED verbally notified Mr. Efzil Sadeek that a NOS would be issued.
