HATS Category III- Water and Feed Availability On Monday, September 27, 2021 at approximately 0615 hours while performing odd hour humane handling verification Dr. REDACTED observe the following noncompliance. Dr. REDACTED observed a pen of 5 sheep penned in pen 11 had no water available. There is a bucket mounted in a bracket on the wall and it was found to be empty. This bucket is mounted at a height making it inaccessible to sheep if water were present. Dr. REDACTED addressed this observation with REDACTED, Plant Employee upon his entering the barn and walking through with Dr. REDACTED. Immediate corrective actions were to move the 5 head of sheep to pen 5 where there was a full trough of water on the ground. The plant employee was verbally notified at that time of the pending NR. Osama Salih, Plant Management was later notified both verbally and now in writing with this NR of the establishment's failure to comply with the regulatory requirement of 9 CFR 313.2(e).

HATS Category IV: Ante Mortem Inspection On September 2, 2021 at approximately 0700 while conducting ante mortem inspection CSI REDACTED observed the following noncompliance. Upon inspecting Pen 9 (approximately 5 1⁄2 ft x 5 1⁄2 ft) it was observed that this pen contained 13 total head of bob veal and formula fed veal calves. The pen density was such that three of the calves were lying on the floor and being stepped on and over by the remaining calves. CSI REDACTED immediately addressed the overcrowding issue with the plant employee presenting the animals in the barn for ante mortem. Immediate corrective actions were to move six of the calves out of Pen 9 to Pen 11. Another of the calves was separated into the US Suspect pen for PHV disposition as it was unable to rise at that time. This calf had been one of the three lying on the ground. REDACTED, Kill Floor Supervisor was notified verbally and now in writing with this NR of the establishment’s failure to comply with the regulatory requirements of 9 CFR 313.2(e) and 9 CFR 313.2(a).

HATS Category IV: Ante-Mortem Inspection On September 2, 2021 at approximately 0700 hours CSI REDACTED observed the following noncompliance regarding the use of Pen 4 in the barn. It was observed that the front entry gate to Pen 4 had a piece of rusted, jagged sheet metal with protruding nails in it. The nails were sticking out approximately 3/4 to 1" in length into the pen. The sheet metal was also loose at the bottom and the jagged edge was protruding out into the pen. A plant employee was present in the barn with CSI REDACTED at the time of the observation. CSI REDACTED discussed the issues with the pen with REDACTED, Kill Supervisor and informed him that the pen was not to be used until the findings were corrected and that the animals in the pen would need to be moved to another pen. There were 62 head of sheep penned in Pen 4 upon ante mortem. The establishment was notified that Pen 4 was being tagged up with a US Retain tag. CSI REDACTED notified Mr. REDACTED and later Mohamed Hosani, Plant Manager verbally and now in writing with this NR of the establishments failure to comply with the regulatory requirements of 9 CFR 313.1(a). Immediate corrective actions were to place a board over the rusted, jagged sheet metal and remove the protruding nails. CSI REDACTED verified the corrective actions at approximately 1430 hours and the pen was released for use.

While walking through the barn to observe the condition of the pens there were sheep, goats, and cattle penned in the barn. Each pen that had animals present was observed for access to water. There were 2 goats in pen 9 that did not have any water present in the water tub. REDACTED, Kill Supervisor was notified verbally and now in writing with this NR of the establishment's failure to comply with the regulatory requirements of 9 CFR 313.2(e). A similar NR# EYZ2209063210 was documented on June 10, 2021 for a like finding.

Pen #11 was observed to have no available water inside the pen. This pen contained 1 Heifer. Pen #9 was observed to have no available water inside the pen at this time. This pen contained 4 bob veal. This situation was pointed out to Supervisor, REDACTED who was present at the time. Ms. REDACTED immediately made water available to the animal inside Pen #11 and the 4 veal in Pen #9 was immediately moved to Pen #7, with other veal that did have water available. Ms. REDACTED was notified verbally and now in writing with this noncompliance with regulatory requirements of 9CFR 313.2(e).
