HATS Category III- Water and Feed Availability At approximately 0800 hours on October 25th of 2021. When Preforming my Humane Handling task, I (CSI REDACTED) observed the following non-compliance. Pen 8 had 56 goats in a small pen with no room to move and no access to water. The water was on a stand above their head. Pen 12 had 14 veal and heavy calves in it with no room to move to get to the water. Pen 15 had no water in it for the 3 heavy calves in it. All the animals came in on the weekend. So the animals where left overnight like this. This is not incompliance to our humane handling Regs I notified REDACTED Office Manager and my direct supervisor at the plant of the non-compliance. Under the watch of usda. The plant moved animals around to different pens and gave the animals access to water . This record of noncompliance is being linked to NR EYZ0814095403N-1 that took place 9/2/2021 This document serves as written notification that failure to comply with regulatory requirements could result in additional regulatory or administrative action.

HATS Category IV: Ante -Mortem Inspection On October 21, 2021 at approximately 0715 hrs. CSI REDACTED observed the following noncompliance regarding the use of the scale pen and the outer pen in the scale area, in the barn. On this day all pens in the barn were full and the plant management or delivery farmer had placed sheep in the scale area. When beginning to perform Ante Mortem inspection on sheep that were placed in this area, production supervisor, REDACTED opened the gate and started to move one of the sheep into an outer area. When doing so, the front leg of the first animal that came out of this area dropped through an opening in the floor under where the hanging gate was positioned. Mr. REDACTED immediately helped the animal gain it's footing and checked the animal for injury. The animal did not appear to be injured. Upon investigating the area I found that there was a gap in the floor that span the entire length of the gate area which was approximately 3 to 4 feet long. The opening was approximately 4 inches at it's widest part. I also found that the area under the gap in the floor went down approximately 3 feet past the floor's surface. I immediately notified Mr. REDACTED, not to let any more animals cross this point. Mr. REDACTED prevented any other animals from passing over this area at this time. Mr. REDACTED had another plant employee bring a flat piece of plywood which was then placed over the opening in the floor, to prevent the legs of any other animals from falling through the gap until they could be moved to a different area. When space became available in the barn, the animals were moved from this area into another pen. I placed a Reject Tag # B38514095 on the area of the scale and surrounding area. Plant Management was notified verbally and now in writing with this NR of the establishment's failure to comply with the regulatory requirements of 9 CFR313.2(a)

HATS Category III-Water and Feed Availability On October 20, 2021 at approximately 0715 hours CSI REDACTED, during Ante Mortem Inspection observed the following noncompliance . While walking through the barn to conduct Ante Mortem Inspection and observe Humane Handling, I observed the condition of the holding pens that contained sheep, goat, and cattle. Each pen that had animals present was observed for access to water. There were 4 cattle in pen 12 that did not have any water present in the metal water tub. There was also a plastic bucket in the middle of the pen and laying on it's side. This bucket also did not contain any water. Production Supervisor, REDACTED was notified verbally and now in writing with this NR of the establishment's failure to comply with the regulatory requirements of 9 CFR 313.2(e). A similar NR# EYZ5210091427N was documented on September 27, 2021 for a like finding.
