Non-Compliance Description:

HATS category VIII: Stunning Effectiveness While performing the Livestock Humane Handling Verification Task at approximately 0850 hours, I, CSI REDACTED, observed a Heifer placed in the establishment knock box by establishment personnel. The animal was restrained in the knock box with minimal movement and an establishment employee placed the captive bolt device on the forehead of the animal and fired. After the captive bolt was fired the animal was observed to be remaining standing and looking around. Establishment personnel reloaded the same captive bolt device and delivered an immediate and corrective action stun attempt, rendering the animal insensible, and it remained so thereafter. U.S. Reject tag #B31-465840 was immediately placed on the knock box and establishment owner Mr. Rod Kuegel was notified of the regulatory control action and of the non-compliance.
