HATS Category IV: Ante-Mortem On May 12, 2022, at approximately 0802 hours, the first Market Swine was brought into the knock box for stunning. The electrical stun wand was non-functional and did not have any electricity going to it. It was decided to attempt the stunning using the rifle, which is the listed back-up stunning device. At approximately 0807 hours a stunning attempt was made. There was a loud discharge noise and immediate vocalization by the porcine subject. I rounded the corner and saw a bright, alert and very reactive animal in the knock box. The subject animal was loudly vocalizing, standing on all fours and attempting to escape the knock box. No blood was visible on the head. Very quickly the stun operator grabbed the hand held captive bolt device and rendered the animal insensible and it remained so thereafter. Upon further investigation of the animal and area, USDA IPP determined the attempt with the firearm was a misfire and did not contact the animal. The animal, however, did exhibit undue excitement due to the firearm discharging in close proximity. U.S. Rejected tag number B21677877 was applied to the knock box at 0823 hours and my supervisory chain notified of the incident. Plant management was notified of the non-compliance with 9 CFR 313.2(a) and the regulatory control action.
