At 0605, while outside in the Holding Area, I was observing animals that were being presented for Slaughter, when I observed that there was no water in any of the 5 Black Tubs. There were close to 100 animals in this area. While on the inside of the Barn, I noticed that there was no water in the last two Holding Pens. There was a total of 30 animals present in the first Pen and 40 animals in the second Pen. I notified Mr. REDACTED. Kill Floor Supervisor of this noncompliance. All water Tubs and Buckets were immediately filled. This is a violation of 9CFR 313.2 (e)

Non-Compliance Description:

At approximately 6:30am on Tuesday, June 15, 2021, I, SPHV Dr. REDACTED, received a phone call from FI REDACTED to perform a disposition on a suspect calf that was sternal non-ambulatory (hind limbs splayed) but otherwise bright and alert. While establishment employee REDACTED was in the process of removing the other five calves from the pen to isolate the suspect calf, the suspect calf stood up and followed the other calves to the new, clean pen. Reject Tag B42108020 was applied to the pen where the calf was non-ambulatory because it was wet and slippery and covered in mud and feces and contained what appeared to be four linear marks, approximately a foot in length, in two separate locations in the pen. These tracks in the mud and feces exposed the concrete flooring below and appeared to be made by hooves slipping. The pen does not have drainage but there are two drains in the alleyway outside of the pen and these drains were clogged. The other pens, being used to hold small ruminants, were acceptable as was the new pen where the calves were now being held. Plant Owner, Mr. Ammar Mian, was notified of this noncompliance with 9 CFR 313.1. At approximately 10:15am I inspected the cleaned pen and found it acceptable and removed reject Tag B42108020.
