HATS VIII: STUNNING EFFECTIVENESS At approximately 8:45 am, I observed the following noncompliance: The establishment manager REDACTED was using a hand-held captive bolt gun to stun a steer in the restrainer. Mr. REDACTED applied the captive bolt gun to the steer’s forehead and fired, and the animal moved slightly before the bolt was able to penetrate the forehead. He reloaded immediately, the bolt hit the forehead and the steer remained standing with blood dripping out of the nose. Mr. REDACTED immediately reloaded the captive bolt gun and his assistant helped move the steer into the head restrainer. He rendered the steer unconscious with the captive bolt gun on this firing, and the steer remained unconscious after hoisting and bleeding until deceased. After removing the hide from the forehead, I observed two penetrating holes: one low on the forehead and one near the center above the eyes. There was a third spot of hemorrhage high on the forehead that did not penetrate the bone. I notified Mr. REDACTED that I would be issuing an NR. This event was noncompliant with 9 CFR 313.15(a)(1). There have been no prior ineffective stun events to link with this NR.
