Category VIII - Stunning Effectiveness At approximately 0905 hours, I, REDACTED observed a beef in the knock box on the slaughter floor at Caver Meats M45458. The beef was locked in the head restraint but was still moving its head up and down and side to side. The employee attempted to follow this head movement with the captive bolt device, but at the moment the device was triggered the beef moved its head. I observed that the captive bolt became lodged in the skull momentarily, and the beef remained standing with it’s head up and making coordinated eye movement. The employee then immediately used the .44 caliber rifle on hand to shoot the animal and successfully rendered it unconscious. After the animal was hoisted, stuck and bled, I observed that the initial captive bolt gun injury was several inches forward from the optimal recommended target. REDACTED Owner was immediately notified of this incident which represents noncompliance with 9CFR 313.15(a)(1).
