Non-Compliance Description:

At 7:35 a.m. while doing a unplanned livestock humane handling verification task after plant had done their ante mortem and pen card and sign off with time of event inspections. I CSI/IIC REDACTED found that none of the four bovine and a couple of swine had no access to water. One of the buckets where a bovine was penned was broken in half, and a appeared to have been that way for some time. CSI/IIC REDACTED did not ask, but is quite sure the animals had been housed there at least over night if not longer. When CSI/IIC REDACTED left the pen area and returned to slaughter floor area where three workers were preparing for the days slaughter. CSI/IIC REDACTED said out loud, " None of the animals have water". One worker spoke and said " That's not good". CSI/IIC REDACTED after leaving the building did let his findings known to the FI stationed at plant for the days slaughter. The findings of this citation is 9 CFR 313.2 (c). Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to food.
