313.16(a)(1)
On Wednesday, September 15th, IIC REDACTED performed a Humane Handling verification task for establishment M39968, and the following non-compliance was observed while verifying HATS category VIII stunning effectiveness. The steer was successfully loaded into the knock box at approximately 9:00AM. The stunning employee proceeded to walk up to the front of the animal to prepare stunning. Though the knock box is equipped with a head catch restraint, it was not used. The employee attempted to stun the beef with a 22-gauge magnum and struck the animal to the left of it’s right eye, resulting in an unsuccessful stun. The animal did not vocalize, but it whipped its head to the side as the shot went off and remained standing. The weapon is a single cartridge carry, and the employee immediately reloaded and successfully stunned the animal, with this second shot hitting the animal in the correct location. Dr. REDACTED was contacted to notify her of the incident. This event was found to be in non-compliance with 9 CFR 313.16(a)(1). Kill floor supervisor REDACTED was notified verbally of this NR, and management was notified in writing. The establishment does not have a robust systematic approach to humane handling.
