On Wednesday, July 27, 2022 at approximately 9:30am, while performing the review and observation portion of the Humane Handling task and verifying HATs category VIII, the following noncompliance was observed by IPP REDACTED. A market swine was administered 2 gunshots. After the first shot the market swine was still standing and conscious but remained calm. Kill floor employee REDACTED immediately reloaded his 22-caliber magnum rifle and the second shot was administered, effectively rendering the market swine unconscious. After skinning, IPP REDACTED observed the bullet holes in the skull. One hole appeared a little low of the correct location for a proper stun. The following observation is noncompliant with regulation 9 CFR 313.16(a)(1). The establishment does not have a written robust systematic approach to humane handling. Plant management REDACTED was verbally notified of this noncompliance and this NR serves as written notification to the plant.

On, Wednesday, April 27th 2022, at approximately 8:15am while conducting a quarterly humane handling assessment with IIC REDACTED, performing the review and observation component of the Livestock Humane Handling task, and verifying HATS Category IV, Handling During Antemortem Inspection, a noncompliance was observed. In the alleyway to the knocking area, there are three cracked boards and a chipped plywood panel. Two boards are located in the turnaround scale area used for cattle prior to entering the knock box. Both are on the right side of scale upon entering, one is second from the bottom and the other is the top board. The third board is located midway up the wooden cut gate prior to entering the knocking area. All three boards are cracked in half. The cracked edges area still opposing thus no sharp edges injured the beef. Lastly, a plywood panel located in the turnaround scale area used for cattle is beginning to wear and chip on the top edge creating sharp edges. There was visible cattle hair attached indicating prior contact. The slaughter employee handled today's cattle to avoid the area so no animals were injured. These findings are noncompliant with 9 CFR 313.1 requiring livestock pens, driveways and ramps to be maintained in good repair. The establishment does not have a written Robust Systematic Approach to humane handling. Kill Floor Supervisor, REDACTED, was notified verbally of these findings and Plant Manager, REDACTED, was notified in writing with this non-compliance report.
