On August 24, 2021, approximately at 0400 hours, while performing an Odd Hour Inspection task to verify Humane Handling compliance with HATS Category III, Water and Feed Availability, I observed the following: Pen number 7 held seven goats that did not have access to water nor a water container available to drink from. This observance is noncompliant with regulation 9 CFR 313.2(e), which requires that water be accessible to livestock in all holding pens, and that animals held longer than 24 hours have access to feed. I informed Mr. REDACTED, foreman regarding my findings and I observed the employees supply the animals with water. Mr. REDACTED G/M is being notified through this NR of the Establishment's failure of 9CFR 313.2(e).
