HATS Category VIII- Stunning Effectiveness On April 19 2021 at approximately 07:10 hours while performing the Livestock Humane Handling Task at Establishment #9403, I, CSI REDACTED, and SPHV REDACTED observed the following noncompliance. A heifer was standing in the stun box for stunning with a handheld captive bolt. As the stunner made the first attempt with the captive bolt, the captive bolt failed to penetrate the heifer’s skull, causing the heifer to fall part way down and vocalize. No regulatory control action was taken as the stunner took immediate corrective action and delivered a successful second stun which made the heifer unconscious and insensible. Mr. Joe Gillo, the establishment owner, was verbally informed of the noncompliance and the establishment’s failure to adhere to the regulatory requirements of 9 CFR 313.15 (a)(1).
