313.15(a)(1)
HATS Category VIII- Stunning Effectiveness On January 13, 2025, at approximately 0710 hours while performing the Livestock Humane Handling Task at Establishment M9403, I, CSI REDACTED, and SPHV REDACTED observed the following noncompliance. An agitated steer was standing in the stun box for stunning with a handheld captive bolt. As the stunner made the first attempt with the captive bolt, the captive bolt penetrated the steer's skull at a point on the head that was slightly lower than the ideal stunning position, causing the steer to fall part way down and continue its agitated behavior at the same level as prior to the stun attempt. No regulatory control action was taken as the stunner took immediate corrective action by immediately reloading the captive bolt and delivering a successful second stun which made the steer unconscious and insensible. Mr. REDACTED, the establishment owner, was verbally informed of the noncompliance and the establishment’s failure to adhere to the regulatory requirements of 9 CFR 313.15 (a)(1).
