HATS Category VIII - Stunning Effectiveness While performing post-mortem inspection on 04/29/2021 at approximately 1150 hours, I, CSI REDACTED and Dr. REDACTED, SPHV, observed the establishment attempt to stun a bovine in the stun box with a hand-held captive bolt (HHCB) device. I observed the animal moving around inside the stun box, as there is not head catch. I observed the stun operator apply the first stun attempt with the HHCB device at the poll position and the animal remained standing with eyes tracking but did not vocalize. At this point Dr. REDACTED, DVMS entered the slaughter floor. I observed the stun operator immediately retrieved the backup HHCB device and apply a second stun attempt at the poll position. I observed the second stun to be effective at rendering the animal insensible. I observed the stun operator check for insensibility by checking the animal for a corneal reflex. I observed the animal remain unconscious while being shackled, hoisted and bled. Dr. REDACTED verbally notified Ms. REDACTED, QC Manager of the impending noncompliance. A regulatory control action was not taken as immediate and effective corrective actions were observed. The Denver District Office was contacted by Dr. REDACTED. Upon review of the dressed head, Dr. REDACTED observed two stun holes at the poll. There was one stun hole to the left of midline which did not fully penetrate the skull and another stun hole on midline which penetrated the skull. There have been no humane handling non-compliances issued within the past 90 days for same root cause.
