HATS Category VIII: Stunning Effectiveness April 21st at approximately 0907 hours I, the CSI, observing the first stun of the day. I heard the hand-held captive bolt (HHCB) device discharge and observed the cow remain standing and still moving its head with eyes tracking. The stun operator reloaded the primary HHCB device as another employee with the backup HHCB device immediately applied a second effective stun, which rendered the cow insensible. Once the stun box was opened and carcass was released out of the stun box, I observed blood coming from the penetrating hole at the back of the head, and also from the front of the head. I informed the establishment management that a noncompliance would be documented. I applied U.S. Reject tag #B37358600 to the stun box. The Denver District Management Team was contacted through supervisory channels. IPP, after receiving supervisory instruction, removed the U.S. reject tag to continue slaughter operations. There have been no noncompliance records issued for the same root cause in the past year. The establishment has a written livestock humane handling program which has not been determined to be robust and systematic by FSIS.
