On August 4, 2021 at 8:00amwhile performing antemortem inspection I, SPHV REDACTED identified two beef breed heifers ( one black and one blond) in the last pen on the left (as you enter the pens from the slaughter floor) that had no water. I notified REDACTED that the heifers had no water and he immediately filled the empty, dry water trough with a hose. The slaughter of the heifers was postponed until afternoon of August 4th to give the animals an opportunity to drink. These heifers were at the establishment on August 3, 2021 and their slaughter had been postponed to August 4, 2021. This is a violation of 9CFR313.2(e). Slaughter floor employee REDACTED was notified that an NR would be issued at 9:10 am.

I, REDACTED SPHV, while performing a livestock humane handling task, observed the following non-compliance. At approximately 1400, there was a failure to render a hog unconscious with a single stunning blow (313.15(a)(1)). This occurred in the stunning shoot on the slaughter floor. REDACTED had applied the stunning blow that did not render the hog immediately unconscious. The hog remained standing, was vocalizing, and was blinking and tracking motion. Mr. REDACTED immediately used his backup method of stunning and effectively rendered the hog unconscious with a single gunshot to the head. Once the hog was shackled and bled, I informed Mr. REDACTED that a non-compliance would be issued for failure to render the hog unconscious with a single stunning blow. I also discussed with Mr. REDACTED that the stunning shoot was unable to limit movement and did not offer adequate restraint (313.15(b)(1)(iii). Mr. REDACTED agreed and said he is already working on making improvements to the stunning shoot in order to limit movement for stunning. Mr. REDACTED said he would use gunshot, rather than captive bolt, for stunning of animals until he can make improvements to his stunning shoot to limit animal movement.
