HATS Category VIII Stunning Effectiveness On August 24, 2022, while performing the Humane Handling Verification Task at Jensen Meat Co., est. M1529, I observed the following noncompliance. At approximately 1035 hours, I observed an ineffective stun of the first of two pigs that were in the knock box to be stunned. The pigs had no restraint inside the stun box. The owner/stun operator applied the first stun attempt with a 22 long rifle firearm. I observed the pig vocalize and it remained standing. The establishment owner immediately came around the stun box and applied an effective second stun with the same firearm, rendering the animal insensible. He then effectively stunned the second pig on the first stun attempt. I verbally informed the establishment owner of the noncompliance and that I was tagging the stun box and informing the Denver District Office through supervisory channels. I then took a regulatory control action of the stunning area with US Rejected tag B-45 435460. On inspection of the dressed head, I observed one larger penetrating stun hole as the two stuns were very close together. There have been no non-compliance records issued in the past 90 days for same root cause.

HATS Category III water and feed availability On August 23, 2022, while performing the Humane Handling Verification Task at Jensen Meat Co., est. M1529, I observed the following noncompliance during antemortem inspection. At 0910, I observed 5 pens of animals inside the barn with three of the pens having no water. Two pens held 2 hogs each. The other held 1 steer. All three watering troughs were dry. The other two pens’ troughs held a small amount of water. The barn associate immediately went to turn the hose on and began filling the troughs. I told the associate that a noncompliance was pending and went to inform the owner of the situation after the animals received water. At 0923, I informed establishment owner Mr. REDACTED of the non-compliance with 9 CFR 313.2(e). There have been no associated noncompliance records issued in the past 90 days for the same root cause.

On Monday, March 14, 2022, the SPHV, upon arrival at M1529, observed at approximately 0750 hours that no water was available for the livestock seven swine and two beef present in the holding pens. The swine and beef had been held at the establishment for an unknown amount of time. The SPHV observed buckets in each pen, but the buckets were empty. At approximately 0800 hours the SPHV introduced herself to the establishment owner. The SPHV inquired about the lack of water in the pens, and verbally informed the establishment owner of the noncompliance. This noncompliance is being associated with noncompliance record number SRX5908121915N-1 issued on 12/14/2021 for same root cause. The Frontline Supervisor and District Veterinary Medical Specialist were notified via email.

At approximately 10:05 AM on February 28, 2022 as I entered the pens area to perform ante mortem inspection, I observed 2 swine (1 black gilt and one spotted boar) in the holding pens with no water available. Their troughs were both filled with solid ice. I asked the slaughter floor employee about the last time the water had been checked. The slaughter floor employee replied that the water had been checked early that morning. I observed the employee immediately bring a bucket of warm water from the slaughter floor to thaw the water and fill the troughs after the ice was removed, therefore no regulatory control action was taken. I verbally informed the establishment owner that an NR would be issued at 10:10 am. Associated NR #SRX5908121915N-1 for same root cause was issued on 12/14/2022. The establishment’s previous corrective actions and preventive measures to date have been ineffective.

On Tuesday, December 14. 2021 at approximately 12:45 pm, I , REDACTED SPHV accompanied establishment employee REDACTED to the cattle pens at Establishment 1529 to perform antemortem inspection. Upon our arrival, I identified a pen containing steers and heifers the had no water in either of its two troughs. Establishment employee REDACTED told me that he had filled both troughs at 10:00am that morning and that the animals either spilled or drank all the water. He immediately filled both troughs. I informed establishment employee REDACTED that a noncompliance record would be issued and the animals would be withheld from slaughter until they had ample opportunity to drink. The troughs were monitored and maintained full of water during preoperational sanitation and corrective action activities were completed at 2:00pm. All animals in the pen were observed at 2:00pm and were no longer seeking water or drinking. Slaughter activities were approved to start at 2:05pm. A similar noncompliance SRX2610081304 occurred on August 4, 2021. Establishment 1529 monitoring of water availability for animals in the pens is not effective.
