At approximately 10:15am on Thursday, September 16, 2021, I, SPHV Dr. REDACTED, was in the USDA office upstairs when I heard a goat vocalize loudly in distress. From the office window I observed an establishment employee dragging the vocalizing goat by his ear from the outdoor holding pen below into the ante-mortem pen inside the establishment. I immediately went downstairs to the outdoor pen where Plant Owner, Samir Rababeh, was now present and I verbally notified him of this noncompliance. He stated that he would provide additional training to the employees. I observed while he instructed the employees present. This is a noncompliance with 9 CFR 313.2.

At approximately 8:30am on Monday, August 23, 2021, I, SPHV Dr. REDACTED, while performing the Livestock Humane Handling Verification task, observed the following noncompliance: The small ruminants in the large outdoor pen were overcrowded and could not access water. I observed animals step on top of each other and move in the direction of the water container but they were unable to access it. I observed an employee enter the pen and transfer some animals to a different pen and then the employee refilled several empty water containers that were distributed throughout the large pen. After I ensured the animals had access to water, I located Plant Owner, Samir Rababeh, and verbally notified him of this noncompliance. This is a noncompliance with 9 CFR 313.2.

On Thursday, 07/29/21, at approximately 8:45am, while conducting a humane handling task, I observed that a truck holding cattle did not have water. The two water tubs were empty and closed off (internal compartment door was closed), from the majority of the cattle. I notified Samir Rababeh, Plant Manager, about the violation (No. B42108042) and stated that the water would need to present and made more accessible to not only the cattle, but all the animals. I later observed that water was refilled and placed on both ends of the truck for better access. Notification was provided to Samir (verbally and email). This violation is noncompliant with: CFR 313.2 (e).

At approximately 10am on Friday, July 2, 2021, I, SPHV Dr. REDACTED, while performing the Livestock Humane Handling Verification task, HATS Category 3, observed the following noncompliance: There were several cattle being held in a large trailer without access to water. There were several large buckets of clean water in the trailer but the animals could not access the water because there was a divider gate/door (at the ramp) that was closed and the water was not on the same side of the gate as the cattle. I notified Plant Owner Samir Rababeh of this noncompliance. He entered the trailer and opened the gate/door and said that it must have been shut accidentally. He also put an additional bucket of water on the same side of the gate/door as the animals in case the gate/door were to get closed again. None of the animals showed any interest in the water and the temperature outside was relatively mild. This is a noncompliance with 9 CFR 313.2.

One 06/04/21 around 10:00 am, while performing Humane Handling , Dr. REDACTED and I, CSI REDACTED observed three employees push 15 goats from the animal's pen to the animal chute . Dr. REDACTED noticed that one of the plant employees had grabbed onto the goat's fur near the lumbar spine with both hands and lifted both back feet of the the ground . we stopped them immediately and notified Samir the plant manager about the non-compliance. He mentioned that he will train all employees by Monday. this noncompliance with 313.2
