On 9/30/2021 at 1300 hours while conducting a Stunning Effectiveness Humane Handling Verification Task on the kill floor I observed the following noncompliance. A steer was driven into the chute and a .22 caliber firearm was pointed at the steer's head by Neil Lightfoot and at the moment the firearm was discharged the steer swung his head. After the firearm was discharged the steer was still standing, its eyes were tracking, and there was blood flowing from the steer's nostrils. Mr. Lightfoot immediately reloaded his firearm using an extra bullet from his pocket and administered a second shot to the steer's head which rendered the steer immediately insensible, and it remained so thereafter. Mr. Neil Lightfoot, plant owner, was notified of the noncompliance with 313.16(a)(1) and 313.16(a)(3).
