HATS CATEGORY VIII: Stunning Effectiveness On Thursday, 23 June 2022, at approximately 0800 (Lightfoot Farm Market,- Millington, TN) – While observing kill floor operations, CSI REDACTED observed the following non-compliance. After ante-mortem inspection, a young steer was loaded into the knock-box and restrained in a head chute. The animal stood calmly and was not overly excited. The stun operator approached the bovine and administered the first stun with a .22 caliber long-rifle. This attempted stun was ineffective as the animal remained standing with conscious eye tracking. The rifle was immediately reloaded by the stun operator, and a second shot was administered from the same rifle. This shot was also ineffective, the animal remained standing, and vocalized. A third attempt delivered with the same firearm was ineffective, as the animal remained standing with conscious eye tracking. The stun operator reloaded the same firearm and rendered the animal insensible with the fourth stun attempt, and it remained so thereafter. Mr. REDACTED, establishment owner, was verbally notified of the non-compliance and a regulatory control action was taken, tagging the knock box with U.S. Retained/Rejected Tag No. B-45684276.

Non-Compliance Description:

On 10/20/2021 at 1200 hours while conducting a Stunning Effectiveness Humane Handling Verification Task on the kill floor I observed the following noncompliance. A Jersey cow was driven into the chute and a .38 caliber firearm was pointed at the cow's head by REDACTED. After the firearm was discharged the cow was still standing, its eyes were tracking, there was blood flowing from the cow's nostrils, and she vocalized. Mr. REDACTED immediately administered a second shot that was already loaded into the firearm which rendered the cow immediately insensible, and it remained so thereafter. Mr. REDACTED, plant owner, was notified of the noncompliance with 313.16(a)(1) and 313.16(a)(3) and the knock box was tagged with U.S. Rejected Tag #B-45684280.
