Non-Compliance Description:

In accordance with HATS category: Stunning Effectiveness. At approximately 0145 hours on 09/21/2021, CSI REDACTED noticed the following noncompliance while performing a routine humane handling task on a market swine. While observing the Kill Floor employee at the knock box station, CSI observed the employee electrically stunning a market swine that was restless and moving back and forth in the chute. As the employee attempted to apply the first electrical stun to the hog, with the prod against the back of the hog’s head, the hog jerked forward and broke off contact with the prod. This resulted in only partially stunning the swine. The hog, not being rendered fully unconscious, proceeded to thrash about more rapidly in addition to sudden high pitched vocalization indicating pain/discomfort from the failed stun. The employee took immediate corrective action and applied a second stun to the hog, quickly rendering the animal fully unconscious. The failure to correctly apply the first electrical stun is a noncompliance with regulation 9CFR313.30(b)(3), which states: Each animal shall be given a sufficient application of electric current to ensure surgical anesthesia throughout the bleeding operation. Suitable timing, voltage and current control devices shall be used to ensure that each animal receives the necessary electrical charge to produce immediate unconsciousness. Establishment management REDACTED was notified both verbally and in writing of this humane handling noncompliance with regulation 9CFR313.30(b)(3).
