HATS Category VIII- Stunning Effectiveness At approximately 10:45 am while performing on-line inspection of cattle, the IIC heard the captive bolt fire and the cow immediately vocalize indicating an ineffective stun. The back up captive bolt was immediately used to successfully render the cow unconscious. I approached the employee that administers the stunning and he confirmed an ineffective stun on the first attempt. The first stunning attempt was performed by an employee in training and the successful stunning attempt was administered by the employee who regularly stuns. Further examination of the skull revealed two knock holes, with the ineffective stun attempt approximately 2” from the successful stun attempt. I informed establishment management this is a non-compliance with 9 CFR 313.15(a)(1).
