HATS Category VIII - Stunning Effectiveness On 22, September 2021, at approximately 1445 hours while performing humane handling verification activities at Establishment 44910, the Slaughter inspector and Consumer Safety Inspector observed the following Noncompliance. The Establishment moved a bovine heifer into the stun box for stunning with the Cash Special HD .25. The heifer was standing in the head lock of the stun box. The heifer was agitated, lunging forward, and pulling back within the head lock. As the Stunner attempted to stun the heifer, the heifer lunged forward as the stunner attempted to pull the stunning device away from the heifer the gun went off, striking the heifer above the right eye. The stunner performed an immediate corrective action by re-loading the Cash Special HD.25 and delivering a second stun, which rendered the heifer insensible. HAT Category VIII Stunning On 27, August 2021, at approximately 1350 hours while performing humane handling verification activities at Establishment 44910, the slaughter inspector observed and reported the following noncompliance: The Establishment moved a large market hog into the stun area and into the stunning chute for stunning with a .38 caliber hand gun. The market hog was standing free in the stun chute. After the stunner made the first stunning attempt in the middle forehead of the animal with the .38 handgun, the hog vocalized once and remained standing. The backup firearm was not in immediate reach as the operator was inside the stunning box. The stunner re-cocked the handgun, and the second stun was applied to the front of the head again, which rendered the market hog insensible. Tag B-21-201957 was placed on the box and the supervisory chain was notified. HAT Category VIII-Stunning On 18, August 2021, at approximately 1330 hours while performing humane handling verification activities at Establishment 44910, the slaughter inspector observed and reported the following noncompliance: The Establishment moved two market hogs into the stun area and moved one of the two hogs into the stunning chute for stunning with a captive bolt stunning gun. The market hog was standing free in the stun chute. After the stunner made the first stunning attempt behind the ear of the animal with the captive bolt the hog vocalized once and remained standing. The backup firearm was not in immediate reach as the operator was inside the stunning box, so the stunner re-loaded the captive bolt and the second stun was applied to the front of the head which rendered the market hog insensible. Tag B-26857035 was placed on the box and the supervisory chain was notified. HATS Category VIII - Stunning Effectiveness On 9, August 2021, at approximately 1150 hours while performing humane handling verification activities at Establishment 44910, the Slaughter inspector observed and reported the following Noncompliance. The Establishment moved two Market hogs into the stun area and one of the two hogs into the stunning chute for stunning with a .22 caliber long rifle rimfire handgun, using CCI mini mag cartridges. The one market hog was standing free in the stun box. As the Stunner made the first stunning attempt with the .22 caliber long rifle rimfire handgun the hog did not vocalize and remained standing. The stunner took immediate corrective action by re-loading the handgun and delivering a second stun. Inspection heard the stunner give an all clear and when moving to the stun area saw that the hog remained standing. The stunner had exited the stunning chute and emptied the weapon of live cartridges. The stunner was advised that the hog remained standing and reloaded the handgun and delivered the third shot which rendered the market hog insensible. Establishment 44910 has a robust systematic humane handling program. The plant failed to follow their robust systematic humane handling plan by not having a back-up stunning device present or designating a back-up stunner, as stated within the program and the slaughter inspector placed retain tag, B40505375 on the stunning chute, suspending the market hog slaughter. Mr. REDACTED CO-Plant Owner, was notified of the Noncompliance and the Establishment’s failure to adhere to the regulatory requirements of 9 CFR 313.16(a)(1). HATS Category VIII - Stunning Effectiveness On 6, August 2021, at approximately 1145 hours while performing humane handling verification activities at Establishment 44910, the Slaughter inspector observed and reported the following Noncompliance. The Establishment moved a bovine steer into the stun box for stunning with a .22 magnum rifle. The steer was standing freely in the opposite direction of the head lock of the stun box. As the Stunner made the first stunning attempt with the .22 magnum rifle, the steer remained standing after the shot. The stunner took immediate corrective action by re-loading the rifle and delivering a second stun, which rendered the steer insensible. The Establishment moved two Market hogs into the stun box for stunning with a .22 caliber long rifle. The two market hogs were standing free in the stun box. As the Stunner made the first stunning attempt with the .22 rim fire rifle the hog moved its head. From a secure location when the stunner made the first attempt, the shot was heard by inspection, as well as the hog vocalizing. The stunner took immediate corrective action by re-loading the rifle and delivering a second stun, which rendered the market hog insensible.
