HATS Category VIII - Stunning Effectiveness On 30, September 2022, at approximately 1440 hours while performing humane handling verification activities at Establishment 44910, the food inspector observed the following noncompliance: The Establishment moved a beef cow into the stun box for stunning with a Cash Special HD .25 captive bolt. The beef cow was standing with its head in the head gate and a halter on its head. The halter was wrapped around the side post and being held by an establishment employee to reduce head movement. As the Stunner made the first stunning attempt with the cash special HD .25, the beef cow jerked its head sideways, vocalized, and remained standing after the shot. The stunner took immediate and effective corrective action by re-loading the captive bolt and delivering a second stun, which rendered the beef cow insensible, and it remained so thereafter. A USDA rejected tag # B40 505455 was placed on the stun box. Mr. REDACTED Plant Owner, was notified of the Noncompliance and the Establishment’s failure to adhere to the regulatory requirements of 9 CFR 313.15(a)(1)

HATS Category III-Water and Feed Availability On 2, September 2022, the following noncompliance was found during an odd hour inspection at establishment 44910, at approximately 0630 hours. On my inspection of the pens, no water was available for a hog located in pen 6. There were 2, empty, black, pans immediately outside the pen. One of the pans was dry while the other pan was wet, although it contained no measurable amount of water. There were three beef in pen 3 and 4 beef in pen 2 that had water available. In the weekly meetings on discussion of Odd Hour Inspection protocol, Owner Mr. REDACTED had requested to be notified as the immediate contact if any non-compliances are found during one of these inspections. After the finding of a lack of water for the hog in pen 6, Mr. REDACTED was notified by phone of the violation of 9 CFR 313.2(e).

HATS Category VIII - Stunning Effectiveness On 10, December 2021, at approximately 1145 hours while performing humane handling verification activities at Establishment 44910, the Slaughter inspector observed and reported the following Noncompliance. The Establishment moved one Market hog into the stun box for stunning with a Cash Special .25 captive bolt. The market hog was laying in the stun box with the removable barrier which narrows the space, reducing movement of the hog, allowing the stunning operator to not physically participate in the animal restraint and an additional board placed in front of the hog to further reduce movement. As the Stunner made the first stunning attempt with the Cash Special .25 captive bolt the hog grunted and remained laying on the floor of the stunning box. IPP was able to see that the hog was alert, with rhythmic breathing and the eyes tracking movement of people around the stunning box. The stunner then announced that the .38 caliber handgun was going to be used as the immediate backup. All employees exited the slaughter floor. From a secure location the inspector heard three shots before given the-all clear from the stunner. The stunner took immediate corrective action by delivering additional stuns, to render the market hog insensible. After examination of the skull, IPP found that the three .38 caliper projectiles were imbedded in the skull plate but did not penetrate through the entire scull. The skull plate was measured as more than an inch thick. IPP took immediate regulatory action and placed rejection tag B40505451 on the stunning box. Mr. REDACTED Plant Owner, was notified of the Noncompliance and the Establishment’s failure to adhere to the regulatory requirements of 9 CFR 313.15(a)(1), and 9 CFR 313.16(a)(1).

HATS Category VIII - Stunning Effectiveness On 24, November 2021, at approximately 1538 hours while performing humane handling verification activities at Establishment 44910, the consumer safety inspector observed the following Noncompliance. The Establishment moved a market hog into the stun box for stunning with a Cash Special HD .25 captive bolt. The market hog was standing inside of the removable barrier added in the stunning box which narrows the space, reducing movement of the hogs, as outline in the verification activities, allowing the stunning operator to not physically participate in the animal restraint. As the Stunner made the first stunning attempt with the cash special HD .25, the hog backed away quickly, vocalized and remained standing after the shot. The stunner took immediate corrective action by re-loading the captive bolt and delivering a second stun, which rendered the market hog insensible. Mr. REDACTED Plant Owner, was notified of the Noncompliance and the Establishment’s failure to adhere to the regulatory requirements of 9 CFR 313.15(a)(1)
