At 08:55 hours on August 9, 2021, Dr. REDACTED (FLS) observed the following while performing a routine, annual humane handling review: a Holstein steer was ineffectively stunned via handheld, penetrating captive bolt device as observed by voluntary blinking. A secondary captive bolt gun was readily available and immediate action was taken by the stunner to render the steer unconscious. On the skull, the initial shot was angled too low and the second shot was properly placed. The harvest floor supervisor (REDACTED) was verbally notified of the forthcoming noncompliance and management (REDACTED) was notified by me (Dr. REDACTED) via email.
