Non-Compliance Description:

At approximately 6:55am during harvest while verifying HATS category VIII: Stunning Effectiveness at St Joseph Meat Market, the following noncompliance was observed: An ineffective captive bolt stun was applied to the forehead of a beef steer. The animal went down to its knees yet remained conscious with rhythmic breathing, eye blinking and controlled head movement. It then attempted to stand. A second back-up captive bolt devices stun was applied and was effective in rendering the animal unconscious. Examination of the skinned skull demonstrated one site approximately 1.5cm to the right of midline with a focal acute hemorrhage of connective tissue penetrating approximately 2.5 cm deep through the frontal bone into the frontal sinus and cranium, exposing brain matter, and a second site approximately 2cm left of midline penetrating approximately 7.0 cm deep through the frontal bone into the frontal sinus and cranium exposing brain matter. I notified harvest lead, REDACTED of the forthcoming noncompliance.
