HATS Category VIII - Stunning Effectiveness. On Friday, July 30, 2021 at approximately 0925, while performing at Livestock Humane Handling/Stunning Effectiveness task, I observed the following Non-Compliance. I observed the stunning operator, Mr. REDACTED, attempt to stun a beef cow in the stun box with a captive bolt gun. I heard the snap of the captive bolt gun and then heard the animal moving around within the stun box. I moved to a position where I could see inside the stun box and observed the animal standing. As I was moving to see inside the stun box, Mr. REDACTED immediately retrieved the back-up captive bolt from a table approximately 5 feet away from the stun box. Mr. REDACTED then immediately administered a second stun. The cow immediately dropped. There were no vocalizations, attempts to get up, and she appeared to be fully unconscious. No Regulatory Control Action was taken due to the Immediate Corrective Action that was taken. At the head inspection station, I observed two distinct holes approximately 1 1⁄2 inches apart in the midline of the skull. Stunning operator, Mr. REDACTED was informed of the non-compliance with regulation 313.15(a)(1) and a copy of this Non-compliance Report was given to Mr. REDACTED. There were no Stunning Effectiveness NRs written in the past 90 days.

Non-Compliance Description:

Slip and Fall Category- Humane Handling Verification While performing the slip and fall category of the Humane Handling Verification task on Wednesday May 5th, 2021 at 7:20am, I, REDACTED, observed the following deficiencies at Est. 9958. The employees had driven two cattle into the knock box alley way. As they were guiding them through, I was standing at the front of the stun box. I observed cattle #1 slip a couple times but did not lose its footing. Then I moved to the side of the stun box. As the employees were driving them from behind into the stun box from the alleyway, I saw cattle #2 tumble forward and fall. Both animals were standing upright after the incident and did not appear to be injured or in distress. This does not meet regulatory regulation 9 CFR 313.1. Mr. REDACTED was notified of this noncompliance verbally and was given this noncompliance record.
