HATS Category VIII - Stunning Effectiveness On Thursday, April 6th, 2023, at 11:30 AM, while observing the Stunning Effectiveness category of the Livestock Humane Handling task at Est.9958, I, SPHV REDACTED, observed the following noncompliance: Mr REDACTED reached into the stun box with a captive bolt to stun a market swine. I heard the captive bolt fire, however, the pig remained standing. Mr REDACTED took immediate corrective action and picked up the backup captive bolt gun beside the stun box. As he reached into the stun box, the pig squealed once. I then heard the captive bolt fire and the pig was rendered unconscious and remained unconscious. No regulatory control action was taken due to the immediate corrective action. After the head was removed, I saw two holes on the midline, one was about 4-5 inches behind the eyes, and the other was about 2-3 inches behind the eyes. Mr REDACTED stated that the first stun was 4-5 inches behind the eyes. This is a noncompliance with 9 CFR 313.15(a)(1). A search of noncompliance records from the past 90 days found a similar noncompliance in a beef (SSA2309015623N) on Jan 20th, 2023. Mr. REDACTED was verbally notified of the noncompliance and then given a copy of this noncompliance report.

HATS Category VIII Stunning Effectiveness On January 20th, 2023, at approximately 0730, while performing the Stunning Effectiveness Category of the Livestock Humane Handling task at Est.9958, I observed the following noncompliance: Mr. REDACTED moved a beef into the stunning pen. I observed the animal moving its head and snorting. Mr. REDACTED attempted to stun the beef with a captive bolt gun. I heard the captive bolt gun fire. The animal was still conscious, as it remained standing in the pen and continued to move its head and snort. Mr. REDACTED called for the backup firearm and it was promptly retrieved. When Mr. REDACTED indicated he was about to fire, I retreated to the safe area. I heard the firearm report and then Mr. REDACTED gave the “all clear”. I observed that the beef had been rendered unconscious by the second stunning attempt and remained so thereafter. I observed the skull after skinning and saw one large hole in the midline. No regulatory control action was taken due to the effective corrective action (immediate follow up with the firearm) by Mr. REDACTED. This is a noncompliance with 9 CFR 313.15(a)(1). A search of non-compliance records from the past 90 days did not find any related humane handling incidents. Mr. REDACTED was given a copy of this noncompliance report.
