313.15(a)(1)
On July 6, 2021, at approximately 0800, as IPP was conducting routine Slaughter inspection on the slaughter floor, IPP observed an employee deliver a second “knock” or hit to the head of hog carcass #6, this was done using the Captive Bolt method. The second knock was delivered due to the fact that hog #6 remained conscious after the first knock was delivered. The second knock was delivered immediately after the first ineffective stun using the loaded backup hand-held captive bolt device. Hog #6 was effectively stunned following the second stun, rendering hog #6 unconscious. Failing to render the hog unconscious immediately after the first stun is in direct violation of Title 9 CFR 313.15(A)(1) immediate unconsciousness. CSI REDACTED took immediate action by stopping all slaughter operations pending further information. CSI REDACTED retained the Knock box with US Retain Tag # 301136. The carcass was also Retained Tag #368013 pending further review of the issue. Floor manager REDACTED was informed of this Non-Compliance. Plant Manager Neil Hertzler was also informed. PLANT RESPONSE: The Deviation accorded due to the hog moving its head as the trigger was pulled on the captive bolt gun. We took immediate action to correct the deviation by applying a second captive bolt to the head of the hog. To mitigate the issue in the future, we will be narrowing the shoot down for some hogs.
