Non-Compliance Description:

On 09/03/25, at approximately 0925 hours, while performing a humane Handling Verification Task. I, CSI REDACTED, observed the following livestock humane handling noncompliance with HATS Category VIII Stunning Effectiveness. A beef steer entered the knock box and caught in the head-catch restraint. Mr. REDACTED went to stun the steer with the penetrating captive bolt device. I was standing at the slaughter floor from the entrance near the second back door I was able to observe Mr. REDACTED discharging unsuccessfully two times the captive bolt. I saw a beef vocalize and blinking with the left eye that was facing towards me. A minimal amount of time (seconds) passed from when establishment owner, Mr. REDACTED, immediately discharged the captive bolt a third time and rendered the animal unconscious. I verified that three stun attempts contacted the animal skull. Taking more than one stunning attempt to achieve unconsciousness represent a noncompliance with 9 CFR 313.15 (a)(1), which states that “The captive bolt stunners shall be applied to the livestock in accordance with this section so as to produce immediate unconsciousness in the animals before they are shackled, hoisted, thrown, cast, or cut. The animals shall be stunned in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort.” Mr. REDACTED the plant owner was verbally notified of the noncompliance and is hereby notified in writing.
