HATS Category VIII- Stunning Effectiveness 9 CFR 313.16(a)(1) On April 14, 2021, at approximately 0900 while performing Humane Handling verification activities at establishment M8855, I CSI REDACTED observed the following Non-compliance: The establishment moved the #4 Steer into the stun box for stunning with a 22-magnum riffle. When the stunner REDACTED yelled "fire in the hole" I was in the safe area in my office. (In the safe area I am able to observe the steers head safely.) Upon the first shot fired I noticed the steer was fully conscious by observing the head and eye movement along with the steers normal breathing. The steer did not show any agitation or vocalization. The stunner immediately reloaded the 22-magnum Yelled “Second Shot” and shot his second shot; the steer was immediately unconscious. He then yelled “all clear”. REDACTED (Slaughter Foreman) and REDACTED (HACCP Coordinator) were notified of this Non-compliance, and the establishments failure to adhere to the regulatory requirements of 9CFR313.16(a)(1). A review of the NRs in the past 90 days revealed no NRs were associated with humane handling issues.
