Non-Compliance Description:

On 9/14/2022 at approximately 0740 hours, FI REDACTED and I (CSI REDACTED) observed the following non-egregious noncompliance during a Humane Handling Activity, HATS Category VIII Stunning Effectiveness task. While stunning a steer in the knock chute, establishment employee REDACTED (Production Manager) missed the first stun attempt and the animal remained standing. The animal showed signs of consciousness after the first stun attempt including blinking of eyes, rhythmic breathing, and tracking with its head and eyes. The animal showed no signs of distress after the first attempt. The Mr. REDACTED immediately recognized the failed stun, reloaded and placed an effective second stun, rendering the animal unconscious. The first stun attempt was too low and entered the head directly between the eyes and into the sinus area. The second attempt was higher and placed in the center of the head below the ears and above the eyes. The stunning instrument used by the establishment is a Savage Model 93 .22 Magnum caliber rifle. I informed Mr. REDACTED of the noncompliance. The above observation is noncompliant with 9 CFR 313.16(a)(1)
