Stunning Effectiveness. On 12/15/2021 at approximately 10:00 hours I observed the following noncompliance. I heard strange swine squealing and went to the stunning area from the final inspection area. Once there I observed a market swine that was both stunned by captive bolt in the head and stuck in the neck however it was conscious and standing. The employee administering the captive bolt stun was in the box and had no means to administer another stun and was not seeking assistance to get another cartridge for the stunner that was in his hand. I instructed the plant employee to get another cartridge from the table 5 feet from the stunning box and administer another stun, the stun was successful and rendered the swine unconscious within 30-45 seconds of my arrival. Two additional plant employees were within 5 feet of the incident and did not participate in resolving the issue. Immediately after this I asked the plant employee performing the stunning to follow me to the plant office where I would discuss the incident with Plant Manager REDACTED and allow him to interpret the information to the employee in Spanish. At this time, I (CSI REDACTED) Informed Plant Manager of this forthcoming noncompliance report, my intention to tag the Stunning are with U.S. Retain Tag NO. B31794144, and that slaughter would cease until I informed the Establishment otherwise. This is a noncompliance of but not limited to 313.15(a)(3).
