HATS Categories: IV-Ante-mortem Inspection, VI-Electric Prod/Alternative Object Use, and VII-Slips and Falls On September 7,2022, I REDACTED CSI, observed the following during slaughter operations at Establishment M47867. While driving cattle to the slaughter floor, animals were observed to be slipping and falling, turning around in the alleyway, and being driven by inducing both fear and excitement, exacerbating the probability of slips/falls. Alleyways are constructed of smooth concrete and were observed to be caked with manure. The restraint box is inadequate in that it has unnecessary openings that allow the animal to be injured [hooves getting hung up] and has failed to prevent animals from escaping [reference MOI CDK0510091602G]. Furthermore, physical force is used to push cattle forward while in the cattle chute to catch and lock the animal’s head for ritual slaughter. This frequently stresses the animal causing bellowing and falling in the chute with hoof/hooves caught in openings as witnessed today. When sheep and goats are slaughtered, establishment employees consistently drag these animals in by a hindlimb. These observations are in noncompliance with 9 CFR 313.1(b) & (d), 313.2(a) & (b), and 313.15(b)(1)(iii). Failure to correct these noncompliances may result in regulatory control action being taken under the authority of 9 CFR 313.50(a) & (b).

On August 9,2022 While performing a livestock humane handling task I, REDACTED CSI, observed a drain that is not covered . This drain is located in the large holding pen which is at the front of all the holding pens. The drain hole is approximately 4 inches wide and 3.5 inches deep. During this task, I also observed in Holding pen number 5 a piece of twisted wire that is being used to secure cattle panels to the fence railing. This wire sticks out approximately 1.5 inches past the panels. The wire is located in the main alley entrance to the pen approximately 2 feet from the latch. The main alley way is often used to perform ante mortem on the animals. I notified REDACTED, the establishment’s designated contact personnel of the forth coming noncompliance report for the establishments failure to meet 9 CFR 313.1 Continued failure to meet regulatory compliance may result in further enforcement action.
