At approximately 1254 on 10/8/2021 Dr. REDACTED, SPHV at Elkhorn Valley Packing, observed a cattle handler repeatedly use a hot shot on 4 cows. The cattle were confined between an alley gate and the start of the single file kill alley. The handler was trying to get one to turn around and another to move forward, but they were to crowded to allow turning. The cattle were jumping in response to the electricity. I instructed the handler to quit using the hot shot, which he did and then told his supervisor, REDACTED that I would be writing an NR for excessive use of the hot shot. REDACTED immediately removed the hot shot from the area. I then told REDACTED, plant manager about the NR.
