Non-Compliance Description:

At approximately 0545 on July 30th as I prepared to do ante-mortem inspection, I found that the 2 water tubs in the east end of the alley were empty. There was a load of cows being held in this area of the alley prior to ante-mortem. This is a violation of 9CFR 313.2(e). The cattle were moved to the west end of the alley where there were 3 full tubs of water and ante-mortem commenced. I informed the barn employees that an NR would be written and as soon as ante-mortem was completed, I informed REDACTED, plant manager.
