On 08/31/22, at 0600 hours, FI-REDACTED, while performing ante-mortem inspection, observed the following humane handling noncompliance: Pen 5 had no water trough or water available for the two cows held in Pen 5. The two beef in Pen 5 were slaughtered first, approximately 20 minutes later. This is a noncompliance with 9 CFR 313.2(e). Plant Owner, Mr. REDACTED, was notified of this noncompliance.

On 08/24/22 at 0600 hours, I, SPHV-Dr. REDACTED, and FI-REDACTED, noted the following humane handling noncompliance while performing ante-mortem inspection: There was no water available for two beef held in Pen 2. Pen 2 had two oblong water troughs that are usually shared with the two adjacent pens (Pen 1 and Pen 3) via openings in the pen design, but both water troughs were in Pen 1 and Pen 3 and not available to the two beef in Pen 2. Establishment employee, Mr. REDACTED, said that it was not safe to enter the pen to provide water and both of the beef in Pen 2 were slaughtered first, approximately 20 minutes later. This is a noncompliance with 9 CFR 313.2(e). Plant Owner, Mr. REDACTED, was notified of this noncompliance.

On 08/17/22, at approximately 0615 hours, I, SPHV Dr. REDACTED, observed a humane handling noncompliance where a beef cow was not rendered insensible on the first knock with the captive bolt. I entered the slaughter floor from the entrance near the inedible cooler and heard the captive bolt discharge. The inedible barrels were blocking my view of the chute, but as I walked closer to the chute I saw a beef cow standing in the chute and I heard it vocalize with a single bellow and there was blood on its nose. A minimal amount of time (seconds) passed from when I heard the first captive bolt discharge and when establishment employee (Mr. REDACTED) discharged the captive bolt a second time and rendered the animal immediately insensible. Inspection of the head showed two entrance holes made by the captive bolt, separated by approximately one inch. This is a noncompliance with 9 CFR 313.15(a)(1). Plant Owner, Mr. REDACTED, was notified of this noncompliance.
