HATS Category VIII: Stunning Effectiveness, 9CFR313.16(a)(1).  At approximately 1130 on Friday August 26, 2022, while performing the HATS activity of “stunning effectiveness” on the slaughter floor, IPP observed a plant employee stunning a beef steer.  The plant employee was not able to get the beef steer in the head catch and used a .22 magnum rifle as the stunning device.  Following the first stun attempt with the .22 magnum rifle, the beef steer was not vocalizing but remained conscious and standing: with blood flowing out of its nose. The plant employee reloaded the .22 magnum and applied a second stun within approximately 30 seconds, which rendered the animal unconscious. IPP took regulatory control action by placing a US Reject tag (#B45-691344) on the establishment’s stun box.  At approximately 1140 hours, IPP informed the establishments manager, REDACTED, of the inhumane handling incident.  Upon further examination of the skinned head of the above-mentioned animal, IPP observed that the placement of the first shot appeared approximately half a centimeter to the left of the second shot.  IPP verbally informed Mr. REDACTED that a noncompliance would be issued.  Denver District Management was contacted through supervisory channels.  This Noncompliance Record is being associated with Noncompliance Record GXP0617051205N-1, dated 05/05/2022 due to the same root cause.  Associated Noncompliance Records may result in further enforcement action. This established has a robust systematic approach.

HATS Category VIII: Stunning Effectiveness At 1350 Thursday, May 5, 2022, IPP observed the stun operator stunning a steer with a 22 magnum firearm in the stun box but not using the head catch. The first stun attempt did not render the animal unconscious. Immediately after the first stun attempt, IPP observed the beef vocalize and remain standing in the stun box. IPP had to prompt the stun operator to reload and stun again, which the stun operator had additional ammunition readily available to him. The second stun attempt rendered the animal unconscious. Upon inspection of the skinned head, IPP observed two penetrating stun holes with one of the holes higher than the other. IPP verbally informed REDACTED, Assistant Plant Manager, that a noncompliance would be issued. There has not been an incident of similar root cause at this establishment in the last 90 days. This establishment operates under a robust systematic approach to humane handling. The Denver District Management Team was contacted through supervisory channels.  U.S. Reject tag #B-45691354 was placed on the stun box as per 9 CFR 313.50(2).

HATS Category IV: Ante-mortem Inspection HATS Category III: Water Availability At 0830 hours while performing antemortem inspection, I, the CSI, observed that the cattle being held in pens 2, 3, and 4 had no water in their troughs. Also, the pens had 4 cattle in each pen which didn’t allow sufficient room for the cattle to lie down and the cattle had been delivered to the establishment the day before and held in the pens overnight. A regulatory control action was not taken, as I observed an establishment employee immediately filled all the water troughs. I informed Vice President of Plant Operations, verbally, and in writing that this is a regulatory noncompliance. This a noncompliant with 9 CFR 312.2(e). The Denver District Veterinary Medical Specialist was notified through supervisory channels. There have been no noncompliance records issued for the same root cause within the past 90 days.
